District Development Council Kupwara convenes review meeting

KUPWARA, JULY 12: In order to review the progress of the Capex Budget 2023-24, a meeting of the District Development Council Kupwara was convened on Wednesday at Meeting Hall of DC office Complex, here.

The meeting was chaired by Chairman District Development Council (DDC) Kupwara, Irfan Sultan Panditpori.

VC DDC, Haji Farooq Mir, Deputy Commissioner Kupwara, Ayushi Sudan, CEO District Development Council (ADDC Kupwara) Altaf Ahmad Khan were present in the meeting.

 DDC Members, BDC Chairpersons, President Municipal committees Handwara, Langate, SE Jalshakti, JD Planning, Programme Officer ICDS, District and Sectoral officers and other concerned attended the meeting.

 After the inaugural address by ADDC Kupwara, JD Planning apprised the meeting through a detailed PowerPoint presentation about the sector wise physical and financial status of works under Capex budget / CSS of all departments.

During the meeting, threadbare deliberations were held with regard to different developmental issues. The chair received feedback from DDC members, BDC chairpersons, President MCs, and District officers.

Addressing the council meeting, the Chairman District Development Council stressed upon the officers to work with added dedication, cooperation and ensure that the elected representatives are taken into confidence at all stages of execution of developmental projects. He urged the officers to expedite completion of projects so that all targets for the current financial year are achieved within the stipulated time frame.

The Vice Chairman, District Development Council, Kupwara, appreciated the efforts of District Administration Kupwara led by Deputy Commissioner Kupwara, Ayushi Sudan. Vice chairman said that governance has reached to the doorsteps of people through implementation of a three tier Panchayat system.

DDC Member, Rajwar Salman Mir, after expressing his gratitude to the chairman for convening council meeting on short notice, emphasized that all possible measures be taken by the departments to ensure that lapse of funds is avoided. He urged upon banks authorities to sensitize their employees to adopt people friendly work-culture so that unemployed youth of the district can avail the benefits of various CSS hassle-free.

DDC Member Sogam, Nasir Lone said that all stakeholders like Tourism, Forest, LBDDA should converge together so that basic tourism infrastructure like bio-toilets are ensured at Bangus on priority.

DDC member Nutnoosa,  Adv. Zahoor Ahmad raised the issue of shortage of staff in PDD, RDD and Education in his constituency.DDC Member Drugmulla, Adv. Amina Majeed demanded that there is need to upgrade the machinery/ equipment available to SDRF and also to take measures to enhance the skills of the manpower of SDRF in the district.

Deputy Commissioner, Kupwara in her concluding remarks thanked the council for vibrant discussion and raising important developmental issues. She said that the three tier government is an important bridge between administration and people at grass roots level. She said that development of Bangus is every one’s dream and to resolve the issues pertaining to the development of Bangus as a prominent Eco-tourism spot, a separate meeting of all the stakeholders shall be convened soon.

DC emphasized upon all the departments to expedite the work on approved projects as there is a short working season. Regarding the shortage of staff in various departments, especially Health and Education, DC said that the matter will be taken up with higher ups to make up the shortage of manpower. While addressing the issue of old age pension raised by DDC Reddi-Chowkibal,  Habibullah Beig, the Deputy Commissioner asked PRIs to mobilize  the people in their concerned jurisdictions to visit  the camps being held  to rectify the Aadhaar mis-match so that issues of old age pension are resolved at an earliest.
