Although after the 2014 floods, the Central Government asked the State authorities to prepare detailed project reports for the recovery of River Jhelum and Tawi as they found that the carrying capacity of both the rivers has been reduced and the siltation was the main problem for these rivers.

Rs 1500 crore, World Bank funded Jhelum Tawi Flood Recovery Project (JTFRP), Project Management Unit (PMU) has been able to provide necessary impetus to the project and has awarded works costing more than Rs 500 crores during the past 6 months. Under JTFRP, consultancy assignments have been taken up for River Morphology study of Jhelum and Tawi rivers for developing comprehensive flood management plan, flood forecast model and to prepare DPRs for long term interventions.

Multi Hazard Risk Assessment study for preparing Digital Risk Database (DRDB) for the State is being conducted under the project which will provide important inputs into the Decision Support System (DSS).

Consultancy assignment has already been awarded and the work is in progress for the preparation of dossier for inclusion of Srinagar city on UNESCO Creative City Network. Under the project, for the first time a Comprehensive Database for the Artisans of J&K State is being developed. Consultancy services have also been taken up under JTFRP for development of 3 Handicraft clusters and 2 Handloom clusters in the State.

Jhelum-Tawi flood recovery projects need immediate central funding so that they are completed within the timeline set by the Governor’s administration. Previously both these projects could not receive the funds from the Centre on time resulting in delay in the completion of this project.
